Mark has more than 36 years of experience relating exclusively to performing health care-related services and applying Medicare and Medicaid principles of reimbursement. He is the partner-in-charge of the firm’s Cost Report Attest and Disproportionate Share Hospital (DSH) Audit engagement team.
He currently serves as the project director for the South Carolina DSH and cost settlement contract. He also serves as the project director for our DSH audit contracts with the states of Colorado, New Hampshire, Oregon, Rhode Island, Tennessee, and Vermont. Mark has been an active participant in the development of the protocols that have been developed for applying the DSH audit rule. He led the effort to prepare comprehensive and executive summaries of the final rule when it was published by the Centers for Medicare & Medicaid Services (CMS). He has held face-to-face meetings with the CMS personnel responsible for implementing the DSH final rule.
Since 1998, Mark has directed the firm’s health care fraud investigation and litigation support services. These services are provided to the U.S. Department of Justice (DOJ) including both the Criminal and Civil divisions, including the Commercial Litigation Branch, the Federal Bureau of Investigation (FBI), and various Assistant United States Attorneys.
Mark is a Certified Public Accountant (CPA) licensed in multiple states, and a member of the American Institute of Certified Public Accountants, Maryland Association of Certified Public Accountants, the Healthcare Financial Management Association and the American Health Lawyers Association.
