Judy is a partner at Myers and Stauffer’s Kansas City office and serves as co-partner in charge of the Managed Care engagement team. She brings over 36 years of experience in auditing, consulting, and advisory services for Medicaid agencies, with expertise in Medicaid managed care, cost reporting, rate setting, and Medicaid supplemental payment programs.
Throughout her tenure at Myers and Stauffer, Judy has spearheaded numerous Medicaid auditing, rate setting, and managed care consulting initiatives. She has played an integral role in Medicaid DSH audits, payment calculations, and consulting services since the launch of the first audits in 2005. Additionally, she is well-versed in leading hospital Medicaid cost report audits and overseeing supplemental payment programs and waiver compliance requirements. More recently, Judy’s work has concentrated on managing Medicaid managed care health plans on behalf of state agencies to ensure contract adherence and compliance with both state and federal regulatory requirements. This includes, but is not limited to, evaluating provider network adequacy and monitoring medical loss ratios. She also directs projects focusing on the completeness of Medicaid managed care encounter data and external quality reviews.
Before joining Myers and Stauffer in 2009, Judy worked for a national certified public accounting firm, specializing in health care audit and reimbursement. In that role, she performed financial statement audits and prepared Medicare and Medicaid cost reports for hospitals, nursing homes, home health agencies, and rural health clinics. She advised clients on applying and interpreting the Centers for Medicare & Medicaid Services’ (CMS) Publication 15-1 to ensure the accurate preparation of cost reports and fair resolution of appeals. Judy also gained invaluable experience managing the finance department, working in internal auditing, and performing cost accounting for a large hospital system, a community hospital, and a physician practice, giving her a comprehensive perspective on the health care industry.
Judy is a Certified Public Accountant (CPA) and a member of the American Institute of Certified Public Accountants as well as the Missouri Society of Certified Public Accountants.
