Kris is a partner-in-charge of Myers and Stauffer’s Nursing Facility Rate Setting and Minimum Data Set (MDS) Verification engagement team, as well as the Pharmacy engagement team. He has more than 30 years of professional accounting experience, including 26 years providing health care reimbursement consulting services with Myers and Stauffer.
Over the course of his career, Kris has served as a resource to state policy staff, as well as a liaison to external stakeholders including state legislators, governor’s offices, the Centers for Medicare & Medicaid Services (CMS), and other state and federal agencies. He has managed 17 state nursing facility and MDS engagements with Myers and Stauffer, where he maintained primary responsibility for modeling and budgeting; developing case mix, capital, and fair rental value (FRV) systems; and analyzing indirect and administrative costs, value-based purchasing (VBP)/pay-for-performance (P4P), provider taxes, intergovernmental transfers (IGTs), and upper payment limits (UPLs).
Kris currently serves as project director for the development and operation of nursing facility case mix reimbursement systems for a number of the firm’s state Medicaid agency clients. In this role, he develops reimbursement strategies to address the treatment of nursing services within the case mix system; presents and defends the system at numerous task force meetings; meets with legislators and providers to explain the system; and presents expert testimony responses to issues raised by various legislative committees.
Kris also currently serves as project director for the development and implementation of 10 State Maximum Allowable Cost (SMAC) and Average Acquisition Cost (AAC) programs for brand, multiple-source, and over-the-counter drugs, as well as CMS’ National Average Drug Acquisition Cost (NADAC) and VBP nationwide initiatives. In this role, he is responsible for performing rigorous and timely reviews of reimbursement rates, and overseeing a monthly nationwide survey of retail community pharmacy covered outpatient drug prices (which are used by state Medicaid agencies to meet the AAC reimbursement requirements in the federal Covered Outpatient Drug final rule with comment [CMS-2345-FC]).
Kris is a Certified Public Accountant (CPA) and a Certified Government Financial Manager (CGFM). He is also a member of the American Institute of Certified Public Accountants, the Association of Government Accountants, and multiple state societies of CPAs.
