July 12th Support Session: Introduction to Cost Report. Tabs: Provider data, Services, Expenses.

July 19th Support Session: Discussion on tabs related to staff positions, staff training, and RNs. Tabs: Admin Staffing, Program Staffing, Direct Care Staffing (RN example), Benefits, Training and Turnover, and Transportation and Med Management.

July 26th Support Session: Question and answers on nursing staff costs, other program costs, and transportation.

August 2nd Support Session: Question and answers on reporting lump sum ARPA payments, payroll taxes and benefits, and procedure codes not listed in the procedure codes tab.

August 9th Support Session: Question and answers on billed ARPA units, documentation of owners’ salaries, excluded procedure codes, timespan of the cost report information, and acceptable financial documents. Discussion on where to describe other services or lines of business not included in the rate study. Example given of how to enable macros. Discussion on how to report a combination of payroll taxes and benefits that can’t be broken out.

August 16th Support Session: Discussion on when the Expenses tab: when general and administrative costs should be recorded in Line 63 of the Expense tab, when to use the Occupancy Expense  Line 43 and how to use the option in Column E. Discussion on Procedure tab reporting not requiring ARPA money to be subtracted from service lines, and the costs of inflation and benefits cost increase.

August 23rd Support Session: Discussion on making sure service tabs (such as the Nursing service tab) shows up in the cost report when you select services on the Service tab. If no teal service tabs appear, the macro isn’t working and you should email the team for assistance. Indirect allocations to capture admin staffing costs related to a central office can be entered into Line 63 of the Expense tab. A financial document will need to be submitted when cost reports are submitted.

Introduction Webinar: Cost Survey Process for West Virginia

In this presentation, MSLC staff reviewed the two parts of the rate build process: cost report surveys and rate models. The cost report was shared at a high level and there was a discussion around the different parts of the cost report- organization information, expenses, staffing pay, and service-specific information.

Cost report updates as a result of focus group feedback

Sheet – Description of update

Instructions tab – Training Modules section has been updated to split out AMAP initial training vs. renewal training.

Questions tab – Added question re: admin and program related staff providing direct service provision, including text box for additional comments. Providers should use this section to describe the impact that direct staff shortages have on program/admin staff time filling in to deliver services.

Staffing tabs – Added column for # of employees, updated informational icons, and updated macros due to added column. This is to clarify that positions are being reported by group or type of position, rather than by person.

Direct Staffing tab – Position titles updated to reflect agency descriptions of staff.

Transportation tab – Med Mgmt – Added additional questions around AMAP staffing.

Service tabs – have been updated based upon feedback of the focus groups. Additional changes were made based upon follow up conversations with state program staff.
