Program of All-Inclusive Care for the Elderly (PACE): Support for States Implementing PACE
For states that have determined PACE is the right addition to their long-term services and supports (LTSS) continuum, Myers and Stauffer partners with their state agencies to design, launch, and operationalize a fully compliant and sustainable PACE program. Our implementation support spans market analysis, financial modeling, provider procurement, policy development, and readiness activities.
PACE Program Design and Implementation Planning
Myers and Stauffer works with states to translate policy decisions into a clear, actionable implementation plan, including program structure, timelines, and key milestones.
Provider Market Development and Procurement Support
We assess potential statewide eligibility and enrollment and identify viable service areas. We support state procurement of PACE organizations, whether those are requests for proposal, requests for information, letters of intent, or other state-specified approaches. We also help with provider evaluation criteria, scoring methodologies, and provider selection recommendation approaches.
Operational and Infrastructure Readiness Assessment
We evaluate state staffing, systems, data collection, reporting, and state administering agency oversight capabilities to prepare for operational readiness.
Questions for States Implementing PACE
Are state policies, timelines, and infrastructures ready for launch?
Has the state identified viable service areas and prepared to procure capable PACE organizations?
Are start-up risks actively monitored and managed?
Financial Modeling and Capitation Rate Consulting
We support the development of detailed financial models for the initial capitation rate setting, enrollment assumptions, and budget planning to ensure sound and sustainable rates. PACE rates should balance the need to create an incentive for providers to enter the market while also representing a prudent purchase for the state.
CMS Readiness and Federal Alignment Support
We help states prepare for CMS engagement by aligning program design, policies, and documentation with federal PACE requirements.
State Policy, Operations, and State Administering Agency Infrastructure
Our team supports the development of comprehensive state policy and operations manuals that address program policies, procedures, enrollment, assessment, and oversight protocols.
Provider Readiness, On-Boarding, and Go-Live Support
We conduct a pre-review of the provider’s CMS application, policies and procedures, and financial and operational readiness plans and then complete the state readiness review.
Compliance Framework and Oversight Design
We develop financial, clinical, and operational compliance and monitoring frameworks to support effective oversight.
Data, Reporting, and Performance Monitoring Design
We define data requirements, key performance metrics, dashboards, and reporting structures to support effective program management.
Training and Technical Assistance
The PACE team provides training and technical assistance to state staff and providers during implementation and early program operations, as well as ad hoc training needed to respond to significant regulatory changes.

Why Myers and Stauffer?
Established in 1977, Myers and Stauffer is a nationally based consulting and certified public accounting firm. For nearly 50 years, we have worked exclusively with government health and human services agencies to help them accomplish their most critical goals for the nation’s most vulnerable people.
Backed by disciplined professionals who meet the highest ethical and compliance standards, we continue to forge strong partnerships with our clients, built on trust earned through a long history of strong performance and exacting execution. We help clients — state agencies and CMS — meet their goals one engagement at a time. Each is a rewarding chapter in our ongoing effort to support health and human services programs nationwide.
Our newest PACE initiative, the PACE Multi-State Learning Collaborative, was created from the ground up to drive high-level thought leadership and sharing among state agency leadership. This dynamic and state-focused program, the only one of its kind in the country, now includes participants from more than 30 states, addressing more than 85 percent of all PACE participants nationally.
We are purposeful and mission-driven. The values that inspire us inform everything we do in support of government programs and the clients who administer them.
