PACE Organization Readiness, Operationalization, and Compliance Reviews
We support states through structured assessments and state readiness reviews to confirm PACE organizations meet federal and state requirements. Our approach includes administrative, financial, operational, and clinical reviews of PACE organization applications, policies and procedures, pre-operational readiness and operational assessment. We offer constructive feedback to support learning, compliance and readiness.
Our support includes review of PACE organization applications to both states and CMS; PACE organization-prepared fiscal projections and financing strategies, comprehensive administrative, financial, and operational reviews; on-site readiness reviews with critical clinical assessments that are aligned with federal regulations; and review of policies and procedures related to participant rights, infection control, transportation, dietary services, personnel qualifications, and overall participant safety.
Ongoing Provider Oversight and Monitoring Performance
We provide ongoing oversight to help states monitor PACE organization clinical, financial, and operational performance over time. Myers and Stauffer conducts periodic announced and unannounced on-site assessments, remote document reviews, and medical record reviews to evaluate compliance, sustainability, service delivery, and quality of care. These activities help identify risks early and promote access, transparency, and consistent performance across providers.
Financial Oversight, Sustainability, and Rate Monitoring
Myers and Stauffer assists in monitoring the financial health and sustainability of PACE organizations through financial reviews, cost analysis, and rate adequacy assessments. This work supports early identification of financial risk and helps confirm that PACE capitation payment methodologies align with agency goals and objectives.
Value-Based Payment and Incentive Program Support
We support states in designing and implementing value-based payment and incentive approaches for PACE programs. Support includes identifying meaningful clinical, financial, and operational performance measures; aligning incentives with desired outcomes; and integrating performance metrics into oversight and payment strategies that promote continuous improvement.
Data, Quality Metrics, and Monitoring Infrastructure

After Myers and Stauffer hosted a PACE forum in 2023, many of the PACE attendees suggested the idea of a dedicated workgroup for PACE professionals to network and communicate with peers.
Driven by the shared spirit of empowered innovation sparked at the event, we created the PACE Multi-State Learning Collaborative (PMLC).
The defining concept was to provide a safe place for you and others to share experiences, learn about other governmental agencies’ processes, compare approaches to PACE programs, and benefit from lessons learned.
The PMLC workgroup was designed to develop, share, and advance PACE best practices. It provides opportunities for learning and collaboration among state agency PACE leadership and offers a space for resource sharing.
