Program of All-Inclusive Care for the Elderly (PACE): Support for States Exploring the Potential for PACE

Return to our PACE homepage.

For states that do not currently operate a PACE program, Myers and Stauffer provides structured, data-informed support to help determine whether PACE is the right choice for that state, complementing its long-term care strategy and initiatives aimed at the aging population and budget. Our services include the following:

Market Analysis and Enrollment Projection

We assess potential statewide eligibility and enrollment, identify viable service areas, and evaluate geographic and economic considerations.

PACE Program Assessment

Our team conducts extensive data analyses to assess demographic trends, long-term services and supports (LTSS), geographic distribution, access issues, and regional considerations to explore where PACE utilization may provide value.

Program Design and Policy Framework Development

We research the potential of PACE against its next best alternatives, whether those are current or potential programs. We explore the reward differential that a potential PACE participant may have to choose the PACE program.

Questions for States Exploring PACE

How will PACE fit into broader long-term services and supports and Medicaid strategy?

Do you have the provider and operational capacity to support PACE?

Is there a defined geographical area in the state where PACE can be successful?

Financial and Budget Impact Analysis

Because it is important to evaluate the opportunity cost of adopting PACE, the PACE team models potential enrollment and capitation payments as well as resource costs.

Stakeholder Engagement and Provider Market Assessment

We collect data on provider capacity, interest, service areas, and potential barriers to service to gain insight into perspectives on PACE.

Operational and Infrastructure Considerations

Our team assesses state administrative-agency readiness, looking at timelines, staffing, systems, processes, and resource needs.

Why Myers and Stauffer?

Established in 1977, Myers and Stauffer is a nationally based consulting and certified public accounting firm. For nearly 50 years, we have worked exclusively with government health and human services agencies to help them accomplish their most critical goals for the nation’s most vulnerable people.

Backed by disciplined professionals who meet the highest ethical and compliance standards, we continue to forge strong partnerships with our clients, built on trust earned through a long history of strong performance and exacting execution. We help clients — state agencies and CMS — meet their goals one engagement at a time. Each is a rewarding chapter in our ongoing effort to support health and human services programs nationwide.

Our newest PACE initiative, the PACE Multi-State Learning Collaborative, was created from the ground up to drive high-level thought leadership and sharing among state agency leadership. This dynamic and state-focused program, the only one of its kind in the country, now includes participants from more than 30 states, addressing more than 85 percent of all PACE participants nationally.

We are purposeful and mission-driven. The values that inspire us inform everything we do in support of government programs and the clients who administer them.
