CCBHC Model Design

When it becomes time to design, our team helps guide the development of a CCBHC model that includes comprehensive, evidence-based services that address community needs, promote care coordination, and meet federal criteria for quality, staffing, and cultural competency.

  • CCBHC Model of Care Development. Our team manages each aspect of the design, and key steps include conducting comprehensive needs assessment, engaging stakeholders, establishing program governance, leveraging technology, securing funding, and building a multidisciplinary team of providers to deliver client-centered and sustainable behavioral health care.
  • Prospective Payment System (PPS) Methodology Selection. We present PPS methodology options and work with you to evaluate organizational needs, service utilization data, flexibility, stakeholder input, state Medicaid requirements, and financial modeling so that you can make data-driven decisions that consider sustainability.
  • Determine Provider Readiness. Our team gathers data, conducts independent evaluations, and determines the capability and capacity of each provider organization to fulfill with the state’s required CCBHC obligations.

CCBHC Model Implementation and Long-Term Success

Launch methodology for a carefully designed model is just as important as the preparation that went into it and requires careful execution underpinned by close oversight. Here’s how we will help implement your model.

  • PPS Rate Setting. We work collaboratively with the state and providers to establish provider specific PPS rates. This includes ensuring cost reports comply with all state and federal guidelines. Additionally, we perform work related to cost report creation and/or personalization for state specific needs, providing internal and external facing cost report training, conducting cost report reviews, calculating rates, analyzing PPS visits, consulting on anticipated costs and other expense items, preparing fiscal impact analysis, and engaging in client meetings and stakeholder discussions.
  • CCBHC Provider Training. We develop, organize, and coordinate meeting content and logistics associated with all aspects of the CCBHC program via training, technical assistance, and coaching. Training for the CCBHC model emphasizes evidence-based, trauma-informed, and recovery-oriented care, as well as the integration of primary health, social supports, and behavioral health services to address behavioral health and substance use disorders. Our training ensures providers are equipped to meet all state and federal standards not only prior to certification, but also post-implementation of the model so providers stay updated on best practices, emerging trends, and regulatory requirements, enabling them to deliver consistent, high-quality care over time.
  • CCBHC Certification. Our team develops certification procedures, including desk and on-site review protocols, to thoroughly document CCBHC compliance with all federal and state requirements. These procedures are designed to ensure providers meet the high standards necessary for delivering quality, integrated behavioral health services. To date, Myers and Stauffer has supported states in the certification or re-certification of more than 60 providers.
  • Continuous Quality Improvement (CQI) Design and Support. We work with the state to develop and implement a CQI plan that evaluates key areas such as service access, quality, client satisfaction, barriers, and cost-effectiveness using both quantitative and qualitative data. Our team supports your state in providing post-implementation support such as quality monitoring, addressing gaps, implementing corrective actions, ongoing training and making recommendations for program refinement to ensure long-term success.
