Grant Design, Management, and Oversight

Federal grants provide opportunities for state government agencies to supplement their existing funding streams to achieve their goals and effect positive change in the target sectors and populations they serve. While heavily dependent on the originating statute and/or agency program requirements, states leverage these dollars to support government-sponsored health and human services programs and/or initiatives. To receive a grant, a proposal to fund a specific project is typically required, and recipients are expected to comply with specific terms of the grant and report on associated outcomes.

Myers and Stauffer provides a wide array of grant services from the strategic planning and application process to the monitoring and oversight of awarded or existing grant programs. In addition to strategic planning and drafting the application, our services also include defining approaches to implement and manage the grant, developing policies and standard operating procedures, conducting stakeholder engagement, performing programmatic and financial compliance reviews, reviewing sub-recipient and contractor funding applications, facilitating conversations between the prime recipient and sub-recipients and contractors, and supporting states in the distribution of grant funds.

  • Grant Writing, Application, and Submission. We facilitate strategic planning sessions and conduct necessary research and stakeholder engagement to support our clients’ decisions to pursue grant opportunities and how those grant opportunities will be used to advance the goals and objectives of the state program. We draft the grant application in a manner that is consistent with the state’s strategic goals and tells the state’s story by clearly articulating the state’s intended use of the grant funds and the expected outcomes.
  • Grant Program Design and Management Policies. Strong grants-management practices start with good grant design, clear policies and procedures, effective evaluation plans, and comprehensive monitoring practices. We leverage our experience and understanding of grant best practices to support the design of these programs and their policies in a manner that is tailored to account for each grant’s specific requirements. Because we have decades of experience in grants consulting, we are fluent in the language of grants and their typical requirements. We also understand the importance of how agencies identify sub-recipients, distribute funds, track and manage outcomes, and provide monitoring and oversight activities that are inclusive of all federal reporting requirements.
  • Grant Oversight and Monitoring. Demonstration of comprehensive oversight of programmatic
    and financial requirements is important for states to show that they are using grant funding appropriately and consistent with stated goals. Ongoing program compliance and financial monitoring are strong methods for providing oversight of grant programs and sub-recipients and contractors before, during, and after a grant’s life cycle. We work with state clients to develop monitoring and review tools and processes to evaluate adherence to grant requirements and federal regulations. We also work with our clients to provide staff training needed to ensure ongoing successful grants management and to mitigate compliance or audit findings.
  • Development of Materials Supporting Grant Activities. From communication templates and stakeholder engagement materials to staffing-ratio tools, we are responsive to client needs for a wide variety of auxiliary grant materials and services. For example, one of our most sought-after tools is a decision-matrix that helps inform objective decision throughout the lifecycle of the grant.
