Joining the firm in 1982, Keenan is a member of its executive committee and the partner-in-charge of the Indianapolis office. Keenan is experienced in managing large, complex projects, coordinating the efforts of multiple project teams, and has helped guide the firm through its growth from a small single office, to 18 offices throughout the country with nearly 900 personnel. Under Keenan’s leadership, Myers and Stauffer has become the recognized leader of health care accounting and consulting, working with 49 states, U.S. territories, and the federal government to improve the quality of care provided under multiple state health care programs.
Keenan has focused his career exclusively on government health care accounting and rate setting/reimbursement engagements. His responsibilities include review of state plans for reasonableness, revising state regulations and criteria, developing cost reporting forms and instructions, reviewing cost information accumulated by state agencies for reasonableness, and developing rationale for resolution of Medicaid reimbursement policy issues. He has assisted in the development and defense of health care program financing strategies against a backdrop of evolving federal requirements and policies.
He has extensive experience in the review of Medicaid cost reports and associated rate determinations for long-term care (LTC) providers. Keenan provides expert testimony and consultation to clients in defense of litigation filed by, and against, health care providers in various state and federal courts and administrative forums. His assistance includes technical support of state and federal agency officials and their counsel concerning Medicaid reimbursement plans, as well as compliance with relevant state and federal rules and methodologies.
Keenan is a Certified Public Accountant (CPA) and a member of the American Institute of Certified Public Accountants and the Indiana Society of Certified Public Accountants.
