Catherine brings over 28 years of expertise in public policy design, implementation, program integrity, and oversight across Medicaid service areas, including 12 years with Myers and Stauffer. She is a recognized leader in crafting, implementing, and evaluating delivery system and payment reform models that enhance population health, promote whole-person care, and address social determinants of health.

Her work with value-based payment models emphasizes balancing cost and quality outcomes and includes collaborations with managed care organizations, accountable care entities, multi-sector partnerships, hospital systems, and primary care providers. She supports states with the design and implementation of quality improvement initiatives across the care continuum, as well as conducts external quality reviews.

Catherine is highly skilled in leveraging Section 1115(a) waivers, supporting states in developing effective strategies and navigating federal negotiations to ensure alignment between waiver objectives, interventions, and outcomes.
