Mike is the partner in charge of the firm’s Atlanta, Georgia office and is a member of the firm’s executive committee. He has more than 30 years of experience working with state Medicaid agencies, conducting examinations and performance audits testing for compliance on Medicaid managed care health plans; conducting various program integrity engagements, including payment audits; litigation support; cost report auditing; and assisting with data quality and data analysis.
Mike currently directs multiple engagements supporting states with the oversight of the State Medicaid managed care program and complying with the managed care rules. Mike has provided oversight on multiple medical loss ratio (MLR) examinations and has been a CMS invited panelist at a conference discussing MLR examinations. Mike has also been heavily involved with helping the firm’s clients reconcile and validate their managed care encounter data. As part of his managed care support, Mike has assisted states by conducting performance audits of the managed care organizations (MCOs) and by providing best practices and suggested contract language for states to utilize in their managed care program oversight.
Mike also is heavily involved with program integrity engagements for his clients, including directing some of the firms Recovery Audit and claims review contracts.
Mike’s experience also includes leading the firm’s child nutrition compliance engagements. He has worked extensively with state Education and Agriculture agencies, providing oversight and project direction for Child and Adult Care Food Program (CACFP), Summer Food Service Program (SFSP), and National School Lunch Program reviews. His work includes administrative reviews, procurement reviews, compliance monitoring, financial viability assessments, and technical assistance to help states strengthen program integrity and ensure compliance with USDA and federal requirements. He has also served as an expert witness for the state of Georgia and the U.S. Department of Justice (DOJ) in Medicaid fraud trials.
Mike is a Certified Public Accountant (CPA) and a Certified Fraud Examiner (CFE). He is a member of the American Institute of Certified Public Accountants, the Association of Certified Fraud Examiners, the Georgia Society of Certified Public Accountants, and the National Healthcare Anti-Fraud Association.
