Jared Duzan serves as co-partner-in-charge of the firm’s Rate Setting and Federal Compliance engagement team. Based in the Indianapolis office, he has more than 29 years of experience advising state Medicaid agencies and federal partners on reimbursement policy, program financing, and fiscal oversight. Jared is nationally recognized for his work supporting the development, expansion, and oversight of Programs of All-Inclusive Care for the Elderly (PACE) and other innovative Medicaid delivery models.
Jared advises state Medicaid agencies across the country on the full lifecycle of PACE programs, including feasibility analysis, program design, stakeholder engagement, capitation rate development, financial oversight frameworks, and expansion strategies. His work frequently helps states align PACE policy with broader long-term services and supports strategies, supporting the evaluation of sustainable programs for dual-eligible populations. Jared frequently advises on the long-term financial sustainability and lifecycle management of PACE programs as the model continues to expand nationally.
Jared leads engagements focused on Medicaid reimbursement design, federal compliance, and fiscal oversight. His work frequently involves complex financial modeling, cost analysis, and policy development to support sustainable reimbursement structures across Medicaid delivery systems. These engagements help agencies align financing, regulatory oversight, and program design with their broader health system objectives.
Throughout his career, Jared has worked with more than 25 state Medicaid agencies and the Centers for Medicare and Medicaid Services on issues related to reimbursement policy, program integrity, delivery system reform, and financial oversight. His work continues to focus on translating complex financial and regulatory requirements into practical reimbursement and oversight frameworks that support program accountability, sustainability, and access to care.
Jared is a Certified Fraud Examiner (CFE) and is a member of the Association of Certified Fraud Examiners, the Indiana Society of Certified Public Accountants, the American Institute of Certified Public Accountants, the National Health Care Anti-Fraud Association, and the American Society of Health Economists.
